lot-0003, title: purchase of aflibercept ha under detailed accounting, description: purchase of a medicine containing the active ingredient aflibercept, which is subject to detailed accounting and has expired patent protection - oeno code: 06029 - in a quantity of 7,200 kte (base quantity) aimed at concluding a framework agreement under an open public procurement procedure according to section 105 (2) a) of the kbt. due to competition between products with different dosages of the active ingredient, the application of the common therapeutic unit (kte) is necessary for the submission of the bid price. detailed description in the procurement documents. according to section 9 (1) a) of government decree 16/2012, the requirement for the technical description of public procurement under section 58 (2)-(4) of the kbt. is also fulfilled by the determination of the oeno code for medicines. the contracting authority does not allow the possibility of offering a discount on goods for the active ingredient. the contracting authority allows the possibility of submitting multiple (alternative) bids as follows: in the case of partial bids, the bidder has the opportunity to offer different (but fully compliant with the technical description) products and different total bid prices for each alternative bid with the following conditions. the contracting authority draws attention to the fact that the bidder may offer a maximum of five variants, but it is not mandatory to offer more than one variant (only possible). each variant participates in the evaluation simultaneously. the variants offered by a single bidder also compete with each other in the same part, so from the multiple variants offered by a single bidder, at most one variant can become the winning bid in a partial (partial bidding) phase. the professional minimum requirement for all variants: - in each alternative, only medicines containing the specified active ingredient with the relevant oeno code required in the relevant public procurement part, which fully comply with the technical description, can be offered. - the contracting authority will only accept as a valid bid if the product(s) offered in each alternative bid (bid variant) contain only one medicine belonging to one main registration number! the bid sheet must always indicate the net total bid price for the entire framework quantity (base and option) - per bid variant! the contracting authority determines a maximum bid price for the total framework quantity based on the total price calculated with the unit price serving as the basis for the estimated value, according to the second sentence of section 77 (1) of the kbt. the maximum bid price is: net huf 12,519,360,000. the contracting authority will conclude a framework agreement with multiple winners; the call-off of the framework quantity will be done according to the rules of tiered, proportional distribution, which applies throughout the entire framework agreement period. the maximum price applies separately to all bid variants submitted by each bidder. the contracting authority ranks the bids based on the net total bid price, taking into account the maximum bid price as well. each bid variant is subject to separate evaluation, so multiple bid variants from the same bidder also compete with each other. the variant containing the lowest net total bid price among all valid bid variants will be placed first, regardless of which bidder submitted it, and the ranking of the subsequent places will be based on the next lowest prices. if multiple variants are listed at the same lowest price, the order will be determined by a draw held in the presence of a notary, in accordance with the provisions of the kbt. the draw will apply in all cases, regardless of whether the identical priced variants were submitted by the same or different bidders. if the net total bid price projected for the entire framework quantity exceeds the specified maximum bid price for any submitted bid variant, that bid variant will be invalid according to section 73 (1) j) of the kbt. the offered medicine must have a marketing authorization on the day of the bid submission - must be listed in the nngyk public registry, and - must be validly included in the pupha database of medicines accepted for social insurance (tb) support, or based on the information in the decision accepting the tb support, must be validly listed on the day of bid submission, and - the offered medicine must also be validly listed in the pupha database at the latest at the time of concluding the framework agreement, and - the bidder is obliged to offer all its products in all packaging and administration forms that are validly listed in the pupha database or based on the information in the decision accepting the tb support regarding the given active ingredient related to the given 'brand' (one main registration number). - the bidder must be listed in the registry of pharmaceutical wholesalers. if the bidder is not the holder of the marketing authorization, a declaration of distribution rights from the holder is required! if the data provided in the declaration of distribution rights submitted by the bidder does not match the data in the public registry maintained by the pharmaceutical state administration authority regarding medicines authorized for marketing in hungary, a power of attorney from the holder of the marketing authorization must also be submitted!
