Tenders are invited for Services for preparing technical-economic documentation necessary for the implementation of projects carried out by the municipality of Craiova. The Contracting Authority intends to carry out investments that will actively contribute to the development of the Municipality of Craiova, to improving the living standards and comfort of the residents of the Municipality of Craiova. These measures will require extensive works for new constructions, rehabilitation - including energy efficiency, modernization, expansion, consolidation, and development of the infrastructure and buildings managed by the Municipality of Craiova. In this regard, the need to award a framework agreement for services related to the preparation of technical-economic documentation necessary for the implementation of projects carried out by the Municipality of Craiova has been identified, according to the requirements of the specifications document no. 209044/13.07.2026 rev 2. The activities deemed necessary for achieving each investment objective are detailed in the annex of this specifications document (annex offer form for each lot) with estimated minimum-maximum quantities for both a subsequent contract and the framework agreement. These quantities represent estimates of the amounts that could be requested throughout the duration of the framework agreement, which may be smaller, equal, or larger than those estimated, depending on the needs of the contracting authority. The modification of the Framework Agreement/Public Procurement Contract during its validity period is done under the conditions provided in art.221 of Law no. 98/2016, with subsequent amendments and completions. Given the need for procurement, the contracting authority intends to conclude a framework agreement - 5 lots, for a period of 48 months, for the purchase of Services for preparing technical-economic documentation necessary for the implementation of projects carried out by the Municipality of Craiova, as follows: - Lot 1: Design services for rehabilitation, modernization, consolidation, expansion of existing construction and new constructions for civil constructions, according to the requirements of the specifications document no. 209044/13.07.2026 rev 2 - Lot 2: Design services for rehabilitation, modernization, consolidation, expansion of existing construction and new constructions for hospital units, according to the requirements of the specifications document no. 209044/13.07.2026 rev 2 - Lot 3: Design services for rehabilitation, modernization, consolidation, expansion of existing construction and new constructions for landscaping/green spaces, according to the requirements of the specifications document no. 209044/13.07.2026 rev 2 - Lot 4: Design services for urban regeneration, according to the requirements of the specifications document no. 209044/13.07.2026 rev 2 - Lot 5: Design services for road infrastructure, according to the requirements of the specifications document no. 209044/13.07.2026 rev 2. Deadlines for submitting/responding to requests for clarifications/additional information: A. In accordance with the provisions of art. 160 para. (1) of Law no. 98/2016 with subsequent amendments and completions, the deadline by which any interested economic operator has the right to request clarifications or additional information regarding the awarding documentation is 18 days before the deadline for submitting offers. B. In accordance with the provisions of art. 160 para. (2) of Law no. 98/2016, with subsequent amendments and completions, the contracting authority will respond clearly and completely to all requests for clarifications in a single day, namely the 11th day before the deadline for submitting offers, through a consolidated response, provided that the requests for clarifications are submitted within the specified deadline.
