Tender description : DESIGN AND CONSTRUCTION OF PALSIGUAN DAM, TUNNELS, NUEVA ERA AFTERBAY DAM, LINK CANALS, DIVERSION DAMS, IRRIGATION AND DRAINAGE CANALS AND ALL APPURTENANT STRUCTURES UNDER INISAIP R1-INISAIP-DB-03 1 The National Irrigation Administration, through the Government of the Philippines GOP, GAA 2CY 2025-2030, intends to apply the sum of Thirty Billion Nine Hundred Ninety-Two Million and Five Hundred Thousand Pesos PhP 30,992,500,000.00, being the Approved Budget for the Contract ABC to payments under the contract for the Design and Construction of Palsiguan Dam, Tunnels, Nueva Era Afterbay Dam, Link Canals, Diversion Dams, Irrigation and Drainage Canals and all Appurtenant Structures under the Ilocos Norte – Ilocos Sur – Abra Irrigation Project INISAIP, with Project Identification Number R1-INISAIPD-DB-03. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2 The National Irrigation Administration now invites bids for the Design and Construction of Palsiguan Dam, Tunnels, Nueva Era Afterbay Dam, Link Canals, Diversion Dams, Irrigation and Drainage Canals and all Appurtenant Structures under the Ilocos Norte – Ilocos Sur – Abra Irrigation Project INISAIP. Completion of the Works is required within 2,190 calendar days including 516 predetermined unworkable days from the date of the Contractor’s receipt of the Notice to Proceed NTP. 3 Bidding will be conducted through competitive bidding procedures using the Philippine Bidding Documents for Infrastructure and the applicable procedures under the 2025 Implementing Rules and Regulations IRR of Republic Act R.A. No. 12009, or the New Government Procurement Act. For this Design-and-Build procurement, the customized provisions of these Bidding Documents shall be read and applied consistently with R.A. No. 12009 and its official IRR. Pending issuance of updated Design-and-Build guidelines under R.A. No. 12009, the applicable provisions of Annex “G” of the 2016 Revised IRR of R.A. No. 9184 shall continue to govern the Design-and-Build aspects of the procurement, insofar as they are not inconsistent with R.A. No. 12009, its IRR and subsequent GPPB issuances. The use of customized Design-and-Build provisions shall be subject to the requisite GPPB approval or authority, when applicable. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the Philippines. Bidders should have completed a contract similar to the Project, covering both detailed engineering design and construction, with a cost equivalent to at least fifty percent 50% of the Approved Budget for the Contract ABC. The ABC for the contract is PhP 30,992,500,000.00. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II. Instructions to Bidders and Section III. Bid Data Sheet. Bidders who have no experience in DB projects on its own may enter into subcontracting, partnerships, or joint ventures with design or engineering firms for the design portion of the contract. For the avoidance of doubt, the engagement of a design or engineering firm through subcontracting, partnership, joint venture or other arrangement permitted by these Bidding Documents shall not divide or diminish the single-point responsibility of the Design-and-Build Contractor to NIA. The Design-and-Build Contractor shall remain fully responsible for the adequacy, accuracy, completeness, coordination, constructability, safety and performance of the design and the completed Works, including the acts, omissions and outputs of its designers, design subcontractors and other consultants. 4 Interested bidders may obtain further information from the National Irrigation Administration and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM. 5 A complete set of Bidding Documents may be acquired by interested bidders on October 1, 2026 to November 11, 2026 from the given address and website/s below and upon presentation of the following requirements: a Letter of Intent LOI from the owner/authorized managing officer indicating the name of the employee authorized to purchase the bid documents. The LOI must contain the official mailing address, contact number, and e-mail address of the company; b Original copy of their valid PCAB license signed by the authorized managing officer; c Company ID of the authorized employee; and d Payment to the NIA Cashier a non-refundable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Seventy-Five Thousand Pesos PHP 75,000.00. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System PhilGEPS and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6 The National Irrigation Administration will hold a Pre-Bid Conference on October 9, 2026; 10:00 A.M. at the NIA BAC-A Conference Room, 6th Floor, Building A, NIA Complex, EDSA, Diliman, Quezon City, which shall be open to prospective bidders. 7 Bids must be duly received by the Bids and Awards Committee BAC Secretariat through manual submission at the address indicated below on or before November 11, 2026; 10:00 A.M. Late bids shall not be accepted. 8 All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9 Bid opening shall be on November 11, 2026; 10:30 A.M. at NIA BAC-A Conference Room, 6th Floor, Building A, NIA Complex, EDSA, Diliman, Quezon City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity, face-to-face. 10 If, during post-qualification, the BAC determines that the Bidder fails to comply with or is not responsive to, the requirements and conditions of the Bidding Documents or verifies a deficiency attributable to the Bidder’s fault or negligence, the Bidder shall be disqualified from award in accordance with ITB Clause 26 and the applicable provisions of R.A. No. 12009 and its IRR, without prejudice to the application of NIA-MC No. 101, s. 2021, insofar as it remains consistent with R.A. No. 12009, its IRR and applicable GPPB issuances. Fees and incidental costs incurred by the Bidder in participating in the procurement shall not be reimbursable by the Procuring Entity. 11 The National Irrigation Administration reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
