Republic of the philippines province of davao oriental city of mati bids & awards committee invitation to bid procurement of 1 unit brand new dredging machine - long reach amphibious excavator for the use of provincial engineers office, intended for dredging and desilting of rivers province wide source of fund: dbp loan 1. the provincial government of davao oriental through the bids and awards committee bac intends to apply the sum of thirty-five million pesos php35,000,000.00 being the approved budget for contract abc payments under the contract procurement of 1 unit brand new dredging machine - long reach amphibious excavator for the use of provincial engineers office, intended for dredging and desilting of rivers province wide. bids received in excess of the abc shall be automatically rejected at bid opening. 2. the provincial government of davao oriental now invites bids for the procurement of 1 unit brand new dredging machine - long reach amphibious excavator for the use of provincial engineers office, intended for dredging and desilting of rivers province wide. delivery of the goods is within 90 calendar days. bidders should have completed, within 2 years from the date of submission and receipt of bids, a contract similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly in section ii- instruction to bidders. 3. bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the implementing rules and regulations irr of republic act 9184 r.a. 9184, otherwise known as the government procurement reform act. 4. interested bidders may obtain further information from bac secretariat and inspect the bidding documents at the address given below during office hours. 5. a complete set of bidding documents may be purchased by interested bidders on december 13, 2024 - january 6, 2025 from the address below and upon payment of a non-refundable fee for the bidding documents in the amount of twenty-five thousand pesos php25,000.00 6. the provincial government of davao oriental thru its bac will hold a pre-bid conference on december 23, 2024 at 10:00am at the bids and awards committee bac conference room, provincial capitol mansion, capitol hill, city of mati, davao oriental. 7. bids must be delivered to the address below on or before january 7, 2025- 2:00pm. all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 18. form of bid security - cash or cashiers/managers check issued by a universal or commercial bank 2% of abc minimum amount - php700,000.00 form of bid security - bank draft/guarantee or irrevocable letter of credit issued by a universal or commercial bank. provided, however, that it shall be confirmed or authenticated by a universal or commercial bank, if issued by a foreign bank 2% of abc minimum amount - php700,000.00 form of bid security - surety bond callable upon demand issued by a surety or insurance company duly certified by the insurance commission as authorized to issue such security 5% of abc minimum amount - php1,750,000.00 form of bid security - bid securing declaration 8. bid opening shall be on january 7, 2025 - 2:00pm at the bac conference room, capitol hill, city of mati. bids will be opened in the presence of the bidders or their representatives who choose to attend. late bids shall not be accepted. 9. the provincial government of davao oriental reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders. 10. for further information, please refer to: approved: irah marie r. venus head, bac secretariat provincial capitol mansion, capitol hill city of mati, davao oriental tel. no.: 087 3883-353 freddie c. bendulo, reb, mmrem, mpa bac chairman
