Invitation to bid p.r. no. co2024-12-1524 - procurement of online learning management system subscription for faculty and students for the fiscal year 2025 1.the bataan peninsula state university, through the general fund 2025 intends to apply the sum of one million eight hundred thousand pesos only php1,800,000.00 being the approved budget for the contract abc to payments under the contract for procurement of online learning management system subscription for faculty and students for the fiscal year 2025 bids received in excess of the abc shall be automatically rejected at bid opening. 2.the bataan peninsula state university now invites bids for the above procurement project. the duration of the project is from january 1, 2025, to december 31, 2025. bidders should have completed, within the last three 3 years from the date of submission and receipt of bids, a contract similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii instructions to bidders. 3.bidding will be conducted through open competitive bidding procedures using a non- discretionary pass/fail criterion as specified in the 2016 revised implementing rules and regulations irr of republic act ra no. 9184. bidding is restricted to filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to filipino citizens, pursuant to ra no. 5183. 4.prospective bidders may obtain further information from bataan peninsula state university and inspect the bidding documents at the address given below during 8:00a.m. to 5:00p.m. 5.a complete set of bidding documents may be acquired by interested bidders on december 31, 2024, from the given address and websites below upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the amount of five thousand pesos only php5,000.00. the procuring entity shall allow the bidder to present its proof of payment for the fees either in person or electronic means. 6.the bataan peninsula state university will hold a pre-bid conference on january 08, 2025, 2:30p.m. at the bac/secretariat office, 1/f admin. bldg., bpsu main, capitol compound, city of balanga, bataan which shall be open to prospective bidders. 7.bids must be duly received by the bac secretariat through manual submission in person or via courier at the office address indicated below on or before january 20, 2025 at 9:00a.m. late bids shall not be accepted. 8.all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 14. 9.bid opening shall be on january 20, 2025, 10:00a.m. at the bac/secretariat office, 1/f admin. bldg., bpsu main, capitol compound, city of balanga, bataan. bids will be opened in the presence of the bidders representatives who choose to attend the activity. 10.a. online payment of the applicable fee for the bidding documents can be deposited to: account name: bpsu account no.: 00000048-515-3 bank/branch: dbp - balanga to verify payment, email a copy of the validated deposit slip to bac@bpsu.edu.ph and it is accepted until 4:00p.m. on the working day prior the scheduled submission and opening of bids. b.personal payment is accepted until 8:30a.m. on the day of scheduled submission and opening of bids. c.before payment can be made, a letter of intent must be provided or sent to bac@bpsu.edu.ph and confirmation will be emailed. d.each bidder must provide one 1 copy of the first and second components of its bid labeled as original bid. furthermore, the procuring entity requires additional three 3 hard copies of the original bid labeled as copy 1, copy 2, and copy 3. 11.the bataan peninsula state university reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with sections 35.6 and 41 of the 2016 revised irr of ra no. 9184, without thereby incurring any liability to the affected bidder or bidders 12.for further information, please refer to: bac secretariat bataan peninsula state university - main campus, capitol compound, city of balanga, bataan 2100 email address: bac@bpsu.edu.ph website: www.bpsu.edu.ph 13.you may visit the following websites: for downloading of bidding documents: www.bpsu.edu.ph or www.philgeps.gov.ph date of issue: december 31, 2024 atty. joannalyn m. libo-on bac chairperson
