Tender description : Tenders are invited for National Gender and Safeguards Specialist Antigua and Barbuda, a small island developing state in the Caribbean, faces critical energy challenges stemming from its reliance on fossil fuels, primarily diesel, which account for over 96% of its power generation. With only 3.55% of its energy sourced from renewables, the islands contribute significantly to greenhouse gas (GHG) emissions, ranking among the highest electricity costs globally. The economy, heavily reliant on tourism, exposes the population—nearly 18% of whom live below the poverty line—to vulnerabilities from climate change, including increased hurricane intensity, droughts, and sea-level rise. The project “Energy resilience and security for the residential and public sector in Antigua and Barbuda”, aims to establish a sustainable market mechanism for climate-resilient, distributed renewable energy systems, focusing on the installation of solar PV and storage solutions across residential and commercial sectors, particularly among vulnerable populations and storm shelters. By scaling up renewable energy adoption, the project seeks to reduce GHG emissions by approximately 83,000 tCO2eq over 20 years, with potential indirect reductions of an additional 415,000 tCO2eq. To achieve this, the project will implement several strategies, including policy reforms to lower barriers to renewable energy, a bulk purchasing program for solar PV and storage, and the creation of a revolving loan program to facilitate access for low-income households. Additionally, it will promote responsible disposal of renewable energy equipment, enhance public awareness, and establish a robust monitoring and knowledge management framework. The project will implement several key interventions across four components: Component 1: Policy, Capacities, and Institutional Interventions for Energy Transition Component 2: Short-term Barrier Removal Component 3: End-of-Life Program for Renewable Energy Technology Component 4: Public Awareness, Monitoring, and Knowledge Management
