Request for Expression of Interest: Recruitment of a Research Firm Responsible for Developing the Framework Document on the Ipp (independent Producers of Electrical Power) and Standard Ppa in the Union of the Comoros
The Consulting Services (“the Services”) include:
The development of the regulatory framework document on Independent Power Producers (IPP), in line with the national energy policy. This framework aims to achieve the objectives of reducing greenhouse gas emissions, reducing dependence on fossil fuels, and strengthening access and security of electricity supply.
The study plans to develop a regulatory and institutional framework for IPPs enabling:
Establish the conditions and standards for integrating IPPs into the national network.
Reduce the cost of energy consumption for households.
Protect the rights of operators, IPP investments and end consumers;
Encourage research and development of new techniques for the production, injection and distribution of energy;
Ensure the rights of independent producers/consumers as well as those of the National Electricity Company.
Develop standards and conditions for the injection into the network of self-producers with excess electrical energy production.
Establish conditions facilitating the popularization of this regulatory framework for IPPs;
Ensure/Guarantee access to renewable energy for the most deprived populations.
Promote the use of biomass compatible with the principles of resource sustainability;
Improve energy management and energy efficiency;
Propose standard purchase contract templates;
Analyze all the conditions necessary at the national level for the construction and operation of IPPs;
Training in contractual negotiation techniques.
