Expression of Interest:the Asian Development Bank (adb) is Providing Support to the Electricity Regulatory Commission (erc), Nepal Electricity Authority (nea), and the Dudhkoshi Hydropower Project. for Erc, Adbs Assistance Focuses on Strengthening Its Institutional Capacity and Regulatory Framework to Promote Sustainable Energy Development, Integrate Renewable Energy, and Facilitate Cross-border Electricity Trade. in the Case of Nea, the Support Aims to Enhance the Structure of the Regulatory Compliance Department (rcd) and Build Its Capacity. By Strengthening the Regulatory Framework and Building the Capacity of Nea’s Rcd, Adb Seeks to Improve the Sustainability of Nea and Other Licensees Through the Adoption of a Cost- Effective Tariff System, While Also Promoting Market Opportunities By Introducing Open Access and Fostering Competition in the Electricity Sector. Regarding the Dudhkoshi Hydropower Project, Adb is Supporting the Development of the 670 Mw Project Located in the Dudhkoshi River Basin. to Address the Projects Ecological Challenges, Adb is Integrating the Healthy Nepal Rivers Fund (hnrf), Which Will Align with Nepal’s National Biodiversity Strategy and Action Plan (nbsap), the Environmental Protection Act, and International Agreements Such as the Convention on Biological Diversity (cbd). the Hnrf Will Also Ensure Compliance with Adb’s Safeguard Policy Statement (sps) and Support Efforts to Achieve No-net- Loss Or Net-gain in Freshwater Biodiversity.
