Tenders Are Invited for Carrying Out Studies for the Implementation of a Multilateral Negotiation Platform Within the Central Bank of Congo and the Establishment of the Public Securities Market Room
the Services Provided for This Contract Will Consist, Among Other Things To: (i) Analyze the Legal Environment of the Drc in General, and That Governing the Bcc, the Dgdp, the Dgtcp in Particular, and Propose Amendments If Necessary;(ii) Analyze the Congolese Financial Market;(iii) Offer An Approach for the Implementation in the Drc of a Modern Market Room and in Accordance with International Standards;(iv) Design a Strategic Plan for the Implementation of a Market Room and Estimate the Related Costs;(v) Draw Up the Need for Human Skills;(vi) Develop the Procedure Manual to Govern the Operation of the Market Room;(vii) Identify and Propose the Changes to Be Made to the Current Information System for Optimal Operationalization of the Future Market Room;(viii) Identify the Requirements for Necessary Computer Hardware and Software, and Develop the Specifications for Their Acquisition;(ix) Identify Capacity Building Needs and Define a Training Plan for the Players in the Market Room;(x) Propose An Adequate Administrative Organization for the Proper Functioning of the Market Room Taking Into Account Control of the Risks Linked to This Field;(xi) Propose An Adequate Location of the Right Premises If Necessary;(xii) Identify Any Other Essential Need for the Implementation and Proper Functioning of the Market Room.
