Invitation to Bid ITB :Procurement of 395 units of patient transport vehicles ptvs pr no. 08-04-250338
Invitation to bid for the procurement of three hundred ninety-five 395 units of patient transport vehicles ptvs 1. the philippine charity sweepstakes office pcso, through the 2024 corporate operating budget intends to apply the sum of nine hundred ninety-nine million three hundred fifty thousand pesos php999,350,000.00 being the approved budget for the contract abc to payments under the contract for the procurement of three hundred ninety-five 395 units of patient transport vehicles ptvs under pr no. 08-04-250338 dated august 4, 2025. bids received in excess of the abc shall be automatically rejected at bid opening. 2. the pcso now invites bids for the above procurement project. delivery of the goods is required within one hundred eighty 180 calendar days to deliver all ptv units to commence thirty 30 calendar days from receipt of notice to proceed. at least thirty-five 35 units must be delivered per month to each of the storage facilities indicated. bidders should have completed, within ten 10 years from the date of submission and receipt of bids, a contract/s similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii instructions to bidders. 3. bidding will be conducted through open competitive bidding procedures using a non-discretionary pass/fail criterion as specified in the 2016 revised implementing rules and regulations irr of republic act ra no. 9184. bidding is restricted to filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to filipino citizens, pursuant to ra no. 5183. 4. prospective bidders may obtain further information from pcso and inspect the bidding documents at the address given below during office hours 8:00 a.m. to 5:00 p.m., mondays thru fridays, except on holidays and on declared work suspensions. 5. a complete set of bidding documents may be acquired by interested bidders beginning 8:00 a.m. of august 19, 2025 tuesday up to 4:00 p.m. of september 5, 2025 friday from the given address and websites below, and upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the amount of seventy-five thousand pesos php75,000.00. the procuring entity shall allow the bidder to present its proof of payment for the fees. 6. the pcso will hold a pre-bid conference on august 27, 2025 wednesday, at 10:00 a.m. through microsoft teams ms teams, which shall be open to prospective bidders. interested bidders may coordinate with the bac secretariat for registration requirements and information on the ms teams application. to minimize errors in the preparation of bids, bidders are strongly encouraged to send the person or representative actually preparing their bids to attend the pre-bid conference. the bidders representatives shall carefully consider all the discussions during the pre-bid conference and be guided by them in the preparation of their bids. 7. bids must be duly received by the bac secretariat through manual submission at the office address indicated below, on or before 9:30 a.m. of september 08, 2025 monday. late bids shall not be accepted. bids and awards committee bac for charity projects philippine charity sweepstakes office 3rd floor, iso room, conservatory shaw plaza building 605 shaw boulevard mandaluyong city 1552 8. all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 14. 9. bid opening shall be on september 08, 2025 monday, at 10:00 a.m., at the abovementioned address. bids will be opened in the presence of the bidders representatives. only one 1 representative per prospective bidder shall be allowed to attend the bid opening in person. 10. the pcso reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with sections 35.6 and 41 of the 2016 revised irr of ra no. 9184, without thereby incurring any liability to the affected bidder or bidders. 11. for further information, please refer to: dr. zelda a. ganancial head, bids and awards committee bac secretariat for charity projects philippine charity sweepstakes office out patient services conservatory shaw plaza parking area, 605 shaw boulevard, mandaluyong city email: bacsec.charity@pcso.gov.ph telephone: 02 8441-2081 www.pcso.gov.ph 12. you may visit the following websites: for downloading of bidding documents: * pcso official website: www.pcso.gov.ph * philippine government electronic procurement system philgeps official website: www.philgeps.gov.ph august 18, 2025
