General Procurement Notice For: Mali Connectivity and Road Resilience Project (mali-nss)

The Government of Mali has obtained a loan from the World Bank to finance the activities of the Road Infrastructure Connectivity and Resilience Improvement Program (Mali-NSS), the Financing Agreement for which was signed on June 13, 2025. The project involves a total amount of 203,300,000 Euros, equivalent to 133,356,058,100 FCFA.
The Project Development Objective ( PDO) is to improve climate-resilient connectivity of Mali's priority road corridors.
The project will finance the rehabilitation of the Diéma-Sandaré section (137.668 km) of the Bamako-Dakar corridor from the north, due to its advanced state of degradation and also the realization and updating of technical studies and environmental and social instruments for the priority network of Mali, mainly the Douentza Gao section of the RN16 and the Ségou-Sévaré section of the RN6 as well as activities strengthening the urban and rural service network in the area.
The project is designed to support the Government of Mali in its strategy to improve and maintain road network connectivity that is resilient to climate shocks, sensitive to conflict situations and contributes to alleviating food insecurity.
The project specifically supports the Government of Mali to (i) unlock access to basic services and improved economic opportunities; (ii) address barriers, including gender gaps in agricultural productivity and access to employment; and (iii) bring stability to traditionally underserved areas.
Institutional support provided to road asset management structures to strengthen their capacities will ensure long-term sustainability and resilience of roads in order to maximize socio-economic development in rural areas and secondary towns.
Project Components:
Component 1: Resilient Corridor Development (USD 194.4 million)
Sub-component 1.1 : Rehabilitation of the NBDC (Bamako – Dakar Corridor via the north) resilient to climate: Diéma-Sandaré (137,668 km);
It includes:
Rehabilitation works on the Toll Station - Diéma-Bougoutintin section (76.85 km) including the section crossing Toll Station - Diéma in 2x2 lanes over 7 km and the Bougoutintin-Sandaré section (60.818 km) in two lots;
Control and monitoring of the rehabilitation works Diéma - Bougoutintin (69.85 km) plus the crossing of Diéma in 2x2 over 3 km;
Control and supervision of rehabilitation and construction works on the Bougoutintin-Sandaré section (60.818 km).
Sub-component 1.2 : Sustainable development of ancillary road infrastructure;
It includes:
Works to develop the weighing/toll station including the supply of 2 mobile axle scales (Diéma) and works to develop a parking lot for heavy goods vehicles in the locality of Sandaré in two lots;
Studies, control and supervision of the work to develop the weighing/toll station including the supply of 2 mobile axle scales (Diéma);
