Tender description : Request for Expression of Interest (eoi): 1. The United Nations Office on Drugs and Crime in Bolivia (UNODC COBOL) requests expressions of interest from qualified providers to carry out the planning and field operations for the collection of information for the Characterization Study of retail or micro-trafficking of cocaine and marijuana from the supply perspective in the central axis of Bolivia for the United Nations Office on Drugs and Crime - UNODC in Bolivia. 1.1. UNODC Bolivia is the contracting entity; therefore, interested providers must express their interest through UNODC, in line with the provisions provided in this EOI. 1.2. The execution of the services will be carried out in La Paz, Cochabamba, Santa Cruz and El Alto in Bolivia, so it is expected that the organizations that respond to this EOI know the territory in which the activities are to be carried out. 2. The intention of UNODC COBOL is to appoint one (1) contractor after a formal tender, for the planning of field operations, design and implementation of surveys for the collection of information in penitentiary centers and universities on drug trafficking marketing from the supply perspective. 2.1. The expected validity for the development of the consultancy is sixty (60) calendar days from the signing of the contract. 2.2. The tentative date for the start of services is next October 1, 2025. 3. The scope of the requirement is as follows: 3.1. a. Design, prepare and review the surveys for the collection of information after coordination with the Bolivian Observatory for Citizen Security and the Fight against Drugs through the UNODC focal point. 3.2. Plan the field operation for the application of information collection surveys 3.3. Collect data from information sources (universities and prisons). 3.4. Design a database to compile the information obtained from the surveys. 3.5. Conduct the surveys within the defined study population. 3.6. Process the information obtained through the surveys. Suggested criteria: consistency, validation, and coding. 4. Suppliers invited to participate in the tender may submit a proposal in accordance with the requirement identified above, and the supplier must comply with all required deliverables. 5. The formal tender document will include complete instructions for submitting the proposal, terms of reference (TORs), and all technical and other documents necessary to fully demonstrate the scope of the requirement and the provision of the services to be provided. 6.Companies interested in participating in the provision of the above-mentioned services are invited to read the EOI instructions (Page 5 of this document) along with the following information/documents: 6.1. A document (company profile/brochure/presentation), of maximum 5 pages, presenting your company, the type of services offered and listing some projects executed in accordance with the scope of this requirement, this document must be sent to the email - yulieht.bermudez@un.org 7. Please note that this document is not a call for proposals. The purpose of this document is to identify companies that would be interested in participating in the tender when it is issued and if they are invited to the tender managed by UNODC. 8. The evaluation of the companies' capabilities and their suitability to carry out the provision of the required service after the submission of proposals in response to the tender. During the bidding process, participating companies will likely be asked to demonstrate compliance with the following minimum requirements: a. Business registration; b. Identity document of the Legal Representative; c. Certification of Tax Identification Number (NIT); d. The company must be familiar with and assume all expenses and costs related to the invitation to bid; e. Please see the SPECIFIC REQUIREMENTS INFORMATION (IF ANY) section described in this EOI (firm's experience and team's experience), which have been preliminarily considered and will be confirmed through the publication of the Request for Proposal. 9. UNODC reserves the right to change or cancel the requirement at any time during the EOI and/or application process. Therefore, submitting a response to this Request for Expression of Interest (REOI) does not automatically guarantee that your company will receive the invitation to participate in the bidding process. The formal tender and the contract (if awarded) will be issued in accordance with UN rules and regulations. Specific Requirements/Information Below we list the potential experience of the firm and key personnel that will be required in the Terms of Reference for your reference: 1. FIRM'S EXPERIENCE: 1.1. Experience in conducting field operations for research studies 2. SPECIFIC EXPERIENCE OF THE WORK TEAM: 2.1 One (1) Coordinator/Supervisor: Experience in design, coordination and execution of field operations, carried out in areas of international cooperation, fight against drug trafficking, prevention of drug use, social impact or situation diagnoses in vulnerable populations. 2.2. One (1) Statistical Specialist:Experience in the execution of projects in which sample design and/or processing of statistical information was carried out on issues of international cooperation, fight against drug trafficking, prevention of drug use, social impact or diagnoses of situations in vulnerable populations. 2.3. One (1) Computer Technician: Experience in the execution of projects in which database design, processing and/or validation of information was carried out on issues of international cooperation, fight against drug trafficking, prevention of drug use, social impact or diagnoses of situations in vulnerable populations.
