Tenders Are Invited for Road Safety Audit
The Government of Mozambique has received financing from the African Development
Fund (ADF) toward the cost of the construction of the Mueda –Nambungale Road as part
of SADC Sub Regional Transport and Trade Facilitation Project, and intends to apply
part of the agreed amount to eligible payments under the contract for “Consultancy
Services for Road Safety Audit for the Mueda Negomano Road, including the 5.4
km of the Mueda Town Bypass, in Cabo Delgado Province”.
The services included under this project is to carry out road safety audits at Design
Review, Construction and Defects Liability stages along the Mueda Negomano Road,
including the 5.4 km of the Mueda Town Bypass, in Cabo Delgado Province, to identify
potential road safety deficiencies at various stages in the development of the road project
so that they can be eliminated or mitigated at the most opportune time to reduce costs and
minimize disruption to design, construction and operation, and ultimately to enhance the
safety of the road environment.
The scope of services will include the following tasks but not limited to:
• General assessment of the road section with regards to infrastructure design,
proposed speed limits and road signs;
• Data collection and review of the project designs, historical accident data (where
available), traffic data, and other data and information related to the project
including the number of communities along the road;
• Conduct discussions with project key stakeholders including community leader,
local authority members, social groups, business owners, vendors, etc., to
identify the major risks they are exposed in terms of road safety along the road;
• Gain a full understanding of the upgrading of the road, through discussion with
ANE, IP, project managers and design consultants;
the Services Included Under This Project is to Carry Out Road Safety Audits at Design Review, Construction and Defects Liability Stages Along the Mueda Negomano Road, Including the 5.4 Km of the Mueda Town Bypass, in Cabo Delgado Province, to Identify Potential Road Safety Deficiencies at Various Stages in the Development of the Road Project so That They Can Be Eliminated Or Mitigated at the Most Opportune Time to Reduce Costs and Minimize Disruption to Design, Construction and Operation, and Ultimately to Enhance the Safety of the Road Environment.
the Scope of Services Will Include the Following Tasks But Not Limited To:
general Assessment of the Road Section with Regards to Infrastructure Design, Proposed Speed Limits and Road Signs;
data Collection and Review of the Project Designs, Historical Accident Data (where Available), Traffic Data, and Other Data and Information Related to the Project Including the Number of Communities Along the Road;
conduct Discussions with Project Key Stakeholders Including Community Leader, Local Authority Members, Social Groups, Business Owners, Vendors, Etc., to Identify the Major Risks They Are Exposed in Terms of Road Safety Along the Road;
gain a Full Understanding of the Upgrading of the Road, Through Discussion with Ane, Ip, Project Managers and Design Consultants;
conduct a Site Inspection Along the Length of the Corridor in Order to Review the Information Provided By Ane in the Detailed Design to Ensure That the Design Allows for Road Functionality and Provision of Road Safety Facilities for All Road Users and Allows for Management of Vehicle Speed;
undertake a Road Safety Audit of the Detailed Engineering Design Pre-construction of the Road Set Out in the Road Safety Audit Manual in Use Or the Afdb Road Safety Audit Manual and Propose Safety Countermeasures to Be Implemented During the Construction Phase;
development of Information, Knowledge and Dissemination Plan for Use During Project Execution;
respond to Queries About the Audit Findings and Recommendations; And
conduct On-job-training for Ane, Ip Engineer Assigned as a Counterpart During the Assignment.
