General procurement notice Mano River Union Road Development & Transport Facilitation Programme
the Republic of Liberia Has Received Loan in the Sum of Ua40 (approx. Usd 53.2) From the African Development Bank (afdb) and Ua 15.03 (approx. Us 20,000,000.00) From the Opec Fund for International Development (ofid) Respectively to Finance the Mano River Union Road Development and Transport Facilitation Programme Phase Iv (paving of John Davis Town to Zwedru City (48.5km). the Primary Objective is the Development of Road Infrastructure Between the Mano River Union Countries and By Extension the Trans African Highway Corridor. the Programme Will Further Boost Trade, Reduce Vehicle Operating Costs and Reduce Travel Distance Within the Sub-region.
The Republic of Liberia has received loan in the sum of UA40 (approx. USD 53.2) from the African Development
Bank (AfDB) and UA 15.03 (approx. US 20,000,000.00) from the OPEC Fund for International Development
(OFID) respectively to finance the Mano River Union Road Development and Transport Facilitation Programme
Phase IV (Paving of John Davis Town to Zwedru City (48.5km). The primary objective is the development of road
infrastructure between the Mano River Union Countries and by extension the Trans African Highway corridor.
The programme will further boost trade, reduce vehicle operating costs and reduce travel distance within the subregion.
2. The four (4) components to be implemented by the programme are as follow:
Component 1 – Climate Resilient Upgrading of Roads (UA 58.9 million): This component aims to expand and improve the
two road segments to asphaltic concrete. (i) Sub-component 1.1: Road Civil Works Climate resilient upgrading of the road
section in Sierra Leone (39km) and Liberia (48.5km). (ii)Sub-component 1.2: Control and Monitoring of works, civil works,
construction supervision, and monitoring. (iii)Sub-component 1.3: ESMP and Resettlement Action implementation
environmental mitigation measures in the 2 countries and implementation of the resettlement action plan. (iiii) Sub-component
1.4: Awareness Raising on HIV/AIDS, Ebola, COVID-19, road safety, social cohesion, and gender-based violence in the 2
countries. Development of awareness campaigns for HIV/AIDS, Ebola, COVID-19, road safety, social cohesion, gender-based
violence, climate risks, and road safety measures in extreme weather events.
Component 2 – Climate Resilient Transport and Trade Facilitation: (UA 1.32 million): This component will support
i) climate resilient rehabilitation of two border customs posts, one for each (Liberia and Sierra Leone); (ii) Support the
Interconnected IT systems for trade; (iii) provide capacity building with training of customs officials on the use SIGMAT;
(iv) support the MRU Secretariat for implementation of the regional component of the programme; and (v) Inter-agency coordination platform, sensitisation, and training of customs officials. 5 6 Component 3. Project Coordination and Management
