Tender description : Tenders Are Invited for Rfp: Evaluation of Gavis Private Sector Engagement Strategy 2021 - 2025 The purpose of this evaluation is to assess the relevance and performance and sustainability of Gavi’s PSE Strategy 2021–2025 and to generate actionable lessons to inform the design of the next PSE Strategy (2026–2030). It will examine how PSE modalities have mobilised resources, supported innovation, and advanced Gavi’s mission, particularly by strengthening immunisation systems and supporting efforts to reach zero-dose and under-immunized children. The Private Sector Engagement (PSE) Strategy is a core enabler of Gavi 5.0 (2021–2025). The strategy is designed to mobilise financial and non-financial resources, catalyse innovation, and strengthen partnerships that complement Gavi’s core funding and programme delivery, especially efforts to reach zero-dose and under-immunised children. Under this strategy, Gavi engages the private sector through four modalities: Financing (financial and in-kind contributions), Advocacy (visibility, influence, and pledge mobilisation), Expertise-based partnerships (technical, operational, and knowledge support), and Innovation (new tools, models, and approaches). Through this Request for Proposals (RFP), Gavi seeks a qualified firm/consortium to assess the achievements, challenges, and lessons from implementing the PSE Strategy 2021–2025. Findings and lessons from this evaluation will inform the new PSE strategy for Gavi 6.0, intended to be shared with the Gavi Board in December 2026. The Gavi Alliance (“Gavi”), invites qualified bidders (herein after called “Bidder” or “Bidders” to include independent evaluation firms, academic institutions, consortia) to submit offers, consisting of a technical and a financial offer, together with any supporting documents (herein after called the “Proposal” or “Proposals”) for the provision of the requirements defined in this RFP document. In order to prepare a responsive Proposal, Bidders must carefully review and understand the contents of this covering letter, parts 1–6 of this RFP and the following key dates:
