Expression of Interest:to Provide Strategic Advisory and Technical Support to the Ministry of Industry and New Technologies (mint) for the Design of the Second State Program on Industrialization (2026–2030), with a Strong Focus on Green Industrial Transformation, Investment Attraction, and Export-led Development.
• Conduct a Strategic Review of Tajikistan’s Industrial Development Trajectory Under the First State Program (2021–2025) and Assess Key Lessons Learned. • Analyze International Best Practices in Industrial Policy, Green Manufacturing, and Low-carbon Industrial Transitions Relevant to Tajikistan’s Context. • Support Mint in Defining Strategic Objectives, Performance Indicators, and Priority Sectors for the New Program, with Focus on Industrial Modernization, Climate Resilience, and Digital Transformation. • Provide Recommendations on Incentive Frameworks, Public–private Partnerships, and Special Economic Zones to Boost Domestic Value Addition and Attract Sustainable Investment. • Guide the Integration of Climate and Environmental Goals (e.g., Decarbonization Pathways, Circular Economy Practices) Into the Policy Design. • Review and Refine the Draft Program Document and Implementation Plan Prepared By Mint and the National Consultant. • Facilitate Multi-stakeholder Consultations with Key Ministries and Agencies (mof, Medt, Cep, Aidt Etc.), Development Partners, and Private Sector Actors. • Conduct a Comprehensive Review of All National Programs Across Different Industrial Subsectors—such as Textiles, Sericulture, Construction Materials, Mining, Food Processing, and Machinery—developed and Implemented During the Period 2021–2025, and Assess Key Lessons Learned.
