Tender description : Expression of Interest:micro, Small, and Medium Enterprises (msmes) Are Critical to the Economic Growth and Development of Countries in Asia, Contributing Significantly to Gdp, Employment, and Poverty Alleviation. However, Access to Finance Remains a Significant Challenge for These Enterprises. Despite Their Importance, Msmes Face Substantial Barriers in Accessing Formal Financial Services. Unserved and Underserved Msmes Use Informal, Unregulated Financial Markets That Typically Have Higher Funding Costs with No Client Protection. Thus, It is Crucial to Improve and Deepen Msme Access to Finance as a Major Source of Growth. the Consultant Will Undertake the Following Core Activities: 1. Diagnostic and Landscape Analysis A. Conduct a Preliminary Assessment and Gap Analysis of Digital Msme Finance in Selected Dmcs, Examining: I. Existing Policy and Regulatory Frameworks for Digital Msme Finance Ii. National Digital Finance Taxonomies, Strategies, and Roadmaps Iii. Financial Products, Services, and Instruments Targeting Msmes Iv. Data Availability and Digital Identity Frameworks (e-kyc, Credit Registries, Etc.) B. Map the Ecosystem of Formal Financial Institutions, Fintech’s, Digital Banks, Neobanks, Non-bank Lenders, and Other Relevant Actors. 2. Stakeholder and Institutional Assessment A. Analyze the Capacities and Constraints Of: I. Public and Private Financial Institutions Ii. Fintech Companies and Digital Service Providers (dsps) Iii. Regulatory and Supervisory Authorities Iv. Msme Support Institutions (e.g., Chambers, Credit Bureaus, Cooperatives, Business Development Service Providers) 3. Demand-side Readiness Through Desk Research A. Assess Msmes’: I. Access to and Usage of Digital Financial Services (dfs) Ii. Digital Literacy and Financial Capabilities Iii. Sector-specific Barriers (e.g., Gender, Rural Location, Informal Status) B. Evaluate Perceptions, Incentives, and Pain Points in Adopting Dfs. 4. Policy and Regulatory Benchmarking A. Review and Benchmark International Best Practices From Peer Economies On: I. Regulatory Sandboxes and Innovation Hubs Ii. Open Banking and Api Infrastructure Iii. Consumer Protection and Digital Financial Literacy Programs Iv. Gender-smart Digital Financial Inclusion Approaches 5. Solution Landscape Review A. Identify and Analyze Existing Digital Solutions for Msme Finance, Including: I. Digital Lending Platforms Ii. Supply Chain and Invoice Financing Tools Iii. Embedded Finance Solutions Iv. Ai/ml-based Credit Scoring Models B. Assess Scalability, Inclusivity, and Regulatory Alignment of These Solutions. 6. Roadmap Development and Policy Recommendations A. Prioritize Sectoral Constraints and Propose: I. Policy Recommendations to Address Systemic and Regulatory Gaps Ii. Actionable Measures to Strengthen the Enabling Environment for Digital Msme Finance Iii. Timelines and Sequencing Reforms Aligned to National Digital Strategies 11. Dissemination and Peer Review Support A. Support Presentation of Findings to Peer Review Groups and Stakeholders 12.
