contract slcc, within a period of ten 10 years immediately preceding the deadline for submission of bids, that is similar to the procurement project to be bid, and whose value must be equivalent to at least fifty percent 50% of the abc, adjusted to current prices using the philippine statistics authority psa consumer price indices; or have completed, at least two 2 similar contracts and the total of the aggregated contract amount should be equivalent to at least fifty percent 50% of the abc of the lot bid for; and the largest of these similar contracts must be equivalent to at least twenty-five percent 25% of the abc of the lot to be bid, and the other contracts, whether similar or not, with an aggregate amount of at least 25% of the abc. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii. instructions to bidders. 3 bidding will be conducted through competitive bidding procedures using a non- discretionary pass/fail criterion as specified in the irr of ra no. 12009, and shall be evaluated using the lowest calculated responsive bid lcrb. bidding is restricted to filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to filipino citizens, pursuant to ra no. 5183. 4 interested bidders may obtain further information from deped procurement management service - bac secretariat division procms-bacsd at telephone nos. 8636-6542 or 8633- 9343 and inspect the bidding documents at the address given below from monday to friday from 8:00 a.m. to 5:00 p.m. 5 for those who are interested to purchase the bidding documents, two 2 options are made available, to wit: a. a complete set of bidding documents may be acquired by interested bidders on december 10, 2025, 8:00 a.m. to 5:00 p.m. from the bac i secretariat, upon accomplishing the bidders information sheet bis attached as annex a and payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb. bidding documents fee is shown below. approved budget for the contract cost of bidding documents in philippine peso more than 10 million up to 50 million 25,000.00 more than 50 million up to 500 million 50,000.00 more than 500 million 75,000.00 payment in checks should be made payable to decs osec trust. b. the bidding documents fee may also be paid through bank deposit or bank transfer to the decs osec trust fund account by sending the fully accomplished bis to the bac secretariat i through email at depedcentral.bacsecretariat@deped.gov.ph. upon receipt of the bis, the bac secretariat i will send the decs osec trust fund account number through email to the interested bidder. proof of payment shall be submitted to the bac secretariat i through email on or before the deadline for submission of bids. the bidding documents may also be downloaded free of charge from the website of the philippine government electronic procurement system philgeps and the website of deped, provided that bidders shall pay the applicable fee for the bidding documents not later than the submission of their bids and submit the proof of payment to the bac i secretariat. 6 the deped bac i will hold a pre-bid conference for this project on december 17, 2025, 2:00 p.m. at office facility of the former systems division near motorpool area, deped complex, meralco ave., pasig city, which shall be open to prospective bidders. 7 bids must be duly received by the bids and awards committee bac i secretariat through manual submission at the office facility of the former systems division near motorpool area, deped complex, meralco ave., pasig city, on or before 8:00 a.m. philippine standard time of january 12, 2026. late bids shall not be accepted. 8 all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 16.1. 9 bid opening shall be at 9:00 a.m. philippine standard time of january 12, 2026, at office facility of the former systems division near motorpool area, deped complex, meralco ave., pasig city. bids will be opened in the presence of the bidders representatives who choose to attend the activity. 10 only two 2 representatives per bidder will be allowed to enter inside the venue. for purposes of determining a quorum, members of the bac i, which include the chairperson or the vice-chairperson, may be present, either in person or face-to-face through videoconferencing, webcasting or similar technology pursuant to section 42.2, irr of r.a. no. 12009. 11 the deped reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with section 70 of r.a. no. 12009, without incurring any liability to the affected
