General Procurement Notice For: Preparation Grant for Honduras Energy Access Project
The Government of the Republic of Honduras has received a donation from the International Development Association (IDA) in the amount of one million sixty thousand dollars (US$1,060,000.00), and intends to use the funds to make payments for consulting services under this donation.
This donation is linked to the development of an energy access project in Honduras, to be implemented in remote and hard-to-reach communities (Gracias a Dios, Olancho, and Colón), prioritizing households, public institutions, and productive uses in areas with a high presence of Indigenous and Afro-Honduran communities. The project will be executed by ENEE through its implementing units, such as UCP, FOSODE, and DMA.
The donation will include the following components:
Component 1: Support for the Preparatory Phase of the Energy Access Project in Honduras, for the formulation of studies (technical, environmental and social) US$ 900,000.00:
Formulation of studies (technical, environmental and social) US$ 900,000.00
Pre-investment studies (US$300,000);
Environmental and Social Studies and Instruments: (US$300,000);
Dissemination and Social Consultations and Baseline Characterization ($300,000).
Component 2: Technical and administrative strengthening of the Project US$ 160,000.00
These funds will be used to conduct an external audit of this donation and to update the Project Operational Manual (POM) to include the implementation arrangements and requirements for the Energy Access Project in Honduras under World Bank standards.
The donation funds will be used to carry out the following project preparation and planning activities:
1. Technical Studies of Electrification with Isolated Photovoltaic Microgrids (MFA) and Residential Photovoltaic Systems (SFD) in the Departments of Olancho, Colón and Gracias a Dios. USD230,000.00
2. Assistance in obtaining legal, technical, and geolocation information and designing plans for the development of electrification projects extending the ENEE Distribution Network, located in the departments of Olancho and Colon. USD 105,560.00
3. Financial Audit of the Project. USD 30,000.00
4. Preparation of Environmental and Social Studies and Instruments required to advance to the Implementation Stage of the Energy Access Project in Honduras. USD 160,000.00
5. Consulting services for updating Environmental and Social instruments (PPPI, MPPI, MPR, PGMO, EyAS/ASx). USD 100,000.00
6. Consulting services for training on Environmental and Social procedures and instruments. USD 8,000.00
7. Environmental specialist for technical support to the ENEE Environmental Directorate. USD 35,000.00
8. Social Specialist for technical support to the ENEE Environmental Directorate. USD 35,000.00
9. Development of a baseline social characterization study for the project, using surveys/focus groups. USD 150,000.00
10. Socialization or Continuous Consultation Processes with Interested Parties according to the World Bank's Social and Environmental Framework. USD76,440.00
