Tender description : Request for Expression of Interest :Pension administration system 1 the government service insurance system gsis, through the gsis corporate operating budget for cy 2025 intends to apply the sum of two billion one hundred million pesos php2,100,000,000.00 being the approved budget for the contract abc to payments under the contract for the procurement of the project pension administration system. bids received in excess of the abc shall be automatically rejected at the opening of the financial proposals the contract i.e., project mlestones 1 to 8 must be completed within 908 calendar days from date to be stated in the notice to proceed. cloud subscription shall be for a period of 24 months in prod in accordance with the schedule of requirements indicated in the terms of reference. 2 the gsis now calls for the submission of short-listing documents for the project. the pre-eligibility meeting will be held on 12 january 2026, 1:30pm at the gbac conference room, level 2 core g, gsis headquarters building, financial center, pasay city and through microsoft teams video conferencing facility. to receive the microsoft teams details, interested bidders should register using the qr code or link provided below. the purpose of the pre-eligibility meeting is to further explain to the interested consultants the eligibility and short-listing process, including short-listing documents/eligibility documents. short-listing documents of interested bidders/consultants must be duly received by the gsis bids and awards committee bac secretariat on or before 20 january 2026, 9:00am at the gbac secretariat, level 2 core g, gsis headquarters building, financial center, pasay city. applications for eligibility will be evaluated based on a non-discretionary pass/fail criterion. kindly refer to the checklist of requirements for eligibility and short-listing for further details regarding short-listing documents/eligibility documents. the short-listing documents/eligibility documents will be opened on 20 january 2026, starting at 9:30am, at the gbac conference room, level 2 core g, gsis headquarters building, financial center, pasay city and through further information from the gbac secretariat and inspect the bidding documents at the address given below from 8:00 am to 4:00 pm, monday to friday, excluding holidays. gbac secretariat, level 2 core g, gsis headquarters building, financial center, pasay city 4 a complete set of bidding documents may be acquired by interested bidders starting on 29 december 2025 from the given address below. it may also be downloaded free of charge from the website of the philippine government electronic procurement system philgeps and the gsis website. only the short-listed bidders/consultants shall be allowed to purchase the bidding documents in the amount of php75,000.00 not later than the submission of their bids. 5 the bac shall draw up the short-list of consultants from those who have submitted expression of interest, including the short-listing documents, and have been determined as eligible in accordance with the provisions of republic act ra no. 12009, otherwise known as the new government procurement act, and its implementing rules and regulations irr. the short-list shall consist of the top five 5 bidders/consultants who will be entitled to submit bids manually. in case of one 1 or less than the required number apply for eligibility and short-listing, pass the eligibility check, and/or the minimum score required in the short-listing, the gbac shall consider the same. the criteria and rating system for short-listing phase 1 are as follows: criteria weight sub- weight a. applicable experience completed similar projects 30% -- b. qualification of solution integrator si and key staff 50% 1. number of years providing si services 20% 2. net financial contracting capacity nfcc 30% 3. number of existing practicing technical it professionals based on the firms human resource certified documents 20% 4. personnel to be assigned to the project employed by si or principal as stated in b.4 of annex a-1 30% c. current workload relative to capacity 20% -- total 100% -- refer to annex a-1 for detailed information regarding the criteria and rating system for the short-listing of bidders/consultants. a bidder/consultant must get a total score of at least 85% to be included in the short-list. any zero rating in the short-listing evaluation shall lead to automatic disqualification of the bidder/consultant. 6 bidding will be conducted through competitive selection using non-discretionary pass/fail criterion as specified in the implementing rules and regulations irr of ra no. 12009. bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the irr. 7 the gsis shall evaluate bids to determine the highest rated bid using the quality-cost based evaluation qcbe. the following are criteria and rating system for the evaluation of bids phase 2 as well as the weights to be allocated for the technical and financial proposals: criteria weight sub- weight qcbe technical capability -- -- 70% a. experience and capability completed/implemented projects related to pension administration system 30% -- -- b. quality of personnel to be assigned to the project personnel to be assigned to the project employed by si or principal as stated in b.1 of annex a-2 20% -- -- c. plan of approach and methodology required document/s: narrative report/s or datasheet on item 1, 2 and 3 50% -- 1. compliance in tor extent to which the proposed solution meets the requirements. 10% 2. presentation of solution system architecture, modules, data migration, project timeline, cutover plan 40% 3. proof of concept demonstrated functionality, usability, performance, and feasibility of the proposed solution 50% total 100% -- financial capability -- -- 30% refer to annex a-2 for detailed information regarding the criteria and rating system for the evaluation of technical proposals. the shortlisted bidders/consultants must get a total technical score st of at least 85% passing rate to become technically eligible. any zero rating in the technical evaluation shall lead to automatic disqualification of the bidder/consultant. a bid shall be rejected at this stage if it fails to achieve the minimum technical score st. on the other hand, only the financial proposals of the bidders/consultants who meet the minimum technical score st shall be opened. the schedule for the submission and opening of bids containing the technical and financial proposals will be indicated in the notice of eligibility and short listing, which will be issued after the completion of the eligibility and shortlisting process. 8 all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 16. 9 the certification as to the current workload relative to capacity shall be made in accordance with the instructions to bidders in relation to tpf 5 therein. 10 in accordance with gppb circular 06-2005, the gsis adopts the use of non-discretionary/non-discriminatory selection criteria as tie-breaking method e.g., draw lots; toss a coin; any other method where the winner is determined by chance in the event two or more of the bidders have been declared as having the highest rated and responsive bid hrrb. 11 the gsis warns the public/bidders of unscrupulous individuals and groups posing as officers/employees of the gsis soliciting money, gifts, favors or benefits for alleged aid for whatever purpose. do not give anything to these unscrupulous individuals and groups. gsis thus enjoins the cooperation of the public/bidders to report these individuals/groups to the gsis bids and awards committee and gbac secretariat. 12 the government service insurance system gsis reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with section 70 of r.a. no. 12009, without incurring any liability to the affected
