Tender description : Prior information notice relating to public service concessions for the operation of tram lines in Île-de-France - dsp n°50, dsp n°51 and dsp n°52 Informative notice Île-de-France Mobilités, the organizing authority for mobility throughout the Île-de-France Region, designates the transport operators of the public transport networks in Île-de-France. As such, this opinion concerns forecast information on the competition between tramway passenger transport networks in Île-de-France. This scope would represent, to date, 9 tram lines, 10 Maintenance and Storage Sites, including one under construction, more than 200 stations, more than 270 trains, and more than 320 million trips in 2024. The forecast method of devolution is three distinct and separate competitive bidding procedures in order to conclude three separate public service concession contracts, which would concern 8 lines, according to the following forecast distribution: DSP n°50 : Line T3a: Pont du Garigliano - Porte de Vincennes. Line T3b: Porte de Vincennes - Porte Dauphine These two lines represent, to date, 29.9 kilometers of lines, 2 SMR, 58 stations, 72 trains and 141 million passengers in 2024. DSP n°51: Line T5: Saint-Denis Market - Garges Sarcelles Line T6: Chtillon Montrouge - Viroflay Rive Droite Line T7: Villejuif Louis Aragon - Athis Mons Porte de lEssonne Line T8: Saint-Denis Porte de Paris - Villetaneuse Université / Epinay Orgemont These four lines currently represent 40 kilometers of lines, 4 SMRs, 72 stations, 87 trains and 68 million passengers in 2024. When this lot is put out to competition, lines T7 and T8 must be extended to Juvisy and Rosa Parks respectively. The SMRs of these lines will be enlarged to accommodate the additional trains. The commissioning schedule and operating methods will be defined later. DSP n°52: Line T1: Asnières Quatre Routes - Noisy Le sec Line T2: Pont de Bezons - Porte de Versailles These two lines represent, to date, 35.5 kilometers of lines, 3 SMRs, 61 stations, 102 trains and 112 million passengers in 2024. When this lot is put out to competition, line T1 should be extended east to Val de Fontenay, and to the West to Rueil Malmaison. Two new SMRs will be built to accommodate the additional trains. The commissioning schedule and operating methods will be defined later. The T10 line: Clamart Jardin Parisien - La Croix de Berny, which represents 6.8 kilometers of lines, 1 SMR, 13 stations, 13 trainsets and 5 million travelers in 2024, is likely to be included in one of the aforementioned lots. For information purposes only, it is planned to publish the three public calls for tender in the first quarter of 2027. The holder of each of the contracts will be entrusted with the operation of the transport service for the lines identified above, as well as part of the maintenance, and where applicable part of the renewal, of the service assets which will be made available to them. The scope of the contract for each concession will be specified in its respective business consultation file. At this stage, it is envisaged to entrust the following main services: operate the tram transport service and the maintenance and storage sites in the geographical area concerned, ensure the marketing and distribution of transport tickets, ensure the care, upkeep and maintenance of passenger rolling stock, ensure the maintenance and upkeep of the finishing work, infrastructure, equipment, furniture, fittings and systems (including the distribution of electrical energy) in the maintenance and storage sites and in line, ensuring traveler information, ensuring the fight against fraud. The contract will provide for performance objectives accompanied by performance indicators measuring both the delivery of the transport offer and the quality of service. These objectives may be the subject of discussions between Île-de-France Mobilités and the bidders. Rolling stock and servicing and maintenance equipment will be made available to transport operators.
