The Government of Saint Lucia has received financing from the World Bank toward the cost of the Caribbean Digital Transformation Project (CARDTP) and intends to apply part of the proceeds toward payments under the r Design, Supply and Installation of the e-Land Registry Information System (e-LRIS). For this contract, the Borrower shall process payments in accordance with the World Bank’s Disbursement Guidelines for Investment Project Financing. 2. The Ministry of the Public Service, Transport, Information and Utilities Regulations now invites sealed Proposals from eligible Proposers for the design, supply, installation, configuration, testing, commissioning, training, and support of a national e-Land Registry Information System, including data migration and digitisation of legacy land registry and cadastral records. The system will be implemented in Saint Lucia, with primary deployment at the Registrar of Lands Division and Survey & Mapping Division, The system will be implemented in Saint Lucia, with primary deployment at the Registrar of Lands Division and Survey & Mapping Division, over an implementation period of fifty-two (52) weeks from the Effective Date to Operational Acceptance, followed by a twelve (12) month warranty/support period commencing from the date of Operational Acceptance. 3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2023 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated (including technical and non-price factors): 80%, and for Bid cost: 20%. 8. All Proposals must be accompanied by a Proposal Security of 35,000 XCD (Eastern Caribbean Dollars Thirty-Five Thousand)
