INVITATION TO BID FOR ONE 1 LOT SUPPLY AND DELIVERY OF REAGENTS AND CONSUMABLES, WITH PROVISION TO USE TOTAL LABORATORY AUTOMATION SYSTEM WITH SMART LABORATORY INFORMATION SYSTEM, DECISION-SUPPORT SYSTEMS AND PRE-ANALYTICAL SYSTEMS INCLUDING THEIR INSTALLATION, TESTING, COMMISSIONING, MAINTENANCE, AND DECOMMISSIONING, UNDER A COST-PER-REPORTABLE TEST SCHEME FOR FIVE 5 YEARS, COVERING THE FOLLOWING: A. CHEMISTRY SYSTEMS A.1 THREE 3 IDENTICAL UNITS, BRAND NEW, LATEST MODEL FULLY AUTOMATED ANALYZER WITH LIS/HIS AND SPECIMEN TRANSPORT TRACK CONNECTIVITY AND; B. IMMUNOCHEMISTRY/SEROLOGY SYSTEMS B.1 THREE 3 IDENTICAL UNITS, BRAND NEW, LATEST MODEL FULLY AUTOMATED ANALYZER WITH LIS/HIS AND BBIS CONNECTIVITY, AND SPECIMEN TRANSPORT TRACK CONNECTIVITY AND; C. HEMATOLOGY SYSTEMS C.1 THREE 3 IDENTICAL UNITS, BRAND NEW, LATEST MODEL FULLY AUTOMATED HEMATOLOGY ANALYZERS, TWO 2 UNITS SLIDEMAKER AND SLIDESTAINER, AND ONE 1 UNIT DIGITAL IMAGING AND AUTOVALIDATION FEATURES WITH LIS/HIS AND BBIS CONNECTIVITY, AND SPECIMEN TRANSPORT TRACK CONNECTIVITY AND; C.2 ONE 1 UNIT SEMI-AUTOMATED OR AUTOMATED HEMATOLOGY ANALYZER WITH LIS AND BBIS CONNECTIVITY AND; D. SPECIMEN TRANSPORT TRACK SYSTEM AND; E. TOTAL LABORATORY AUTOMATION WITH SMART LABORATORY INFORMATION SYSTEM AND DECISION-SUPPORT SYSTEMS WITH PERIPHERAL EQUIPMENT AND; F. PRE-ANALYTICAL SYSTEM WITH CONVEYOR SYSTEM IB NO. 26-089 1 The National Kidney and Transplant Institute, through the Corporate Operating Budget for CY 2026-2030 intends to apply the sum of Five Hundred Sixty Eight Million Five Hundred Thirty Eight Thousand One Hundred Forty Five Pesos and 75/100 Only Php568,538,145.75 being the Approved Budget for the Contract ABC to payments under the contract for One 1 Lot Supply And Delivery of Reagents And Consumables, With Provision To Use Total Laboratory Automation System With Smart Laboratory Information System, Decision-Support Systems And Pre-Analytical Systems Including Their Installation, Testing, Commissioning, Maintenance, And Decommissioning, Under A Cost-Per-Reportable Test Scheme For Five 5 Years. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2 The National Kidney and Transplant Institute now invites bids for the procurement of the laboratory reagents as stated above using the Multi-year Contracting. Delivery of the Goods is required as indicated in Section VI. Schedule of Requirements of this PBD. Bidders should have completed, within ten 10 years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3 Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. Bidding is open to all interested Bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR. 4 Interested Bidders may obtain further information from National Kidney and Transplant Institute and inspect the Bidding Documents at the address given below from 8:00AM to 5:00PM. 5 A complete set of Bidding Documents may be acquired by interested Bidders on February 25, 2026 from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Seventy Five Thousand Pesos Only Php75,000.00. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System PhilGEPS and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6 The National Kidney and Transplant Institute will hold a Pre-Bid Conference on March 6, 2026 Friday, 8:30AM at BAC Conference Room, G/F NKTI Main Building, East Avenue Diliman Quezon City and/or through video conferencing via Zoom Platform, which shall be open to prospective Bidders. 7 Bids must be duly received by the Bids and Awards Committee BAC Secretariat through manual submission at the office address indicated below, on or before March 18, 2026 Wednesday, 9:00AM. Late bids shall not be accepted. 8 All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9 Bid opening shall be on March 18, 2026 Wednesday, 9:00AM at BAC Conference Room, G/F NKTI Main Building, East Avenue Diliman Quezon City.
