Design and Construction of Palsiguan Dam, Tunnels, Nueva Era Afterbay Dam, Link Canals, Diversion Dams, Irrigation and Drainage Canals and all Appurtenant Structures R1-INISAIPD-DB-02R
The NIA Central Office, through its Bids and Awards Committee BAC, invites contractors to submit bids for the following project under a Design-and-Build DB contract: Procurement ID/Contract ID : R1-INISAIPD-DB-02R Contract Name : Design and Construction of Palsiguan Dam, Tunnels, Nueva Era Afterbay Dam, Link Canals, Diversion Dams, Irrigation and Drainage Canals and all Appurtenant Structures under the Ilocos Norte - Ilocos Sur - Abra Irrigation Project INISAIP Contract Location : Ilocos Norte – Municipalities of Nueva Era, Banna, Solsona, Dingras, Marcos, Badoc, Paoay, Pinili, and the City of Batac Ilocos Sur – Municipality of Sinait Abra – Municipalities of Lagayan and Tineg Brief Description : Design and Construction of a. 126.41 - meter high earthfill dam with a crest length of 480 meters across Palsiguan River and with reservoir capacity of 150.37 million cubic meters of water at normal water level, b. 52 – meter high gravity concrete dam with a crest length of 213 meters across the Bonga River and a reservoir capacity of 6.92 million cubic meters of water at normal water level, c. a 680 - meter headrace tunnel and a 8,120 - meter tailrace tunnel to divert the water from Abra to Ilocos Norte both with an inner diameter of 3.60 m, d. 16.00 km long Palsiguan Access Road, e. Tibangran and Madupayas Diversion Dam, f. link canals, main canals, lateral canals and drainage canals to service an approximate area of 14,672.00 hectares; and; Conceptual Design of a. Two 2 Hydropower Plants – Abra Hydropower Plant with a capacity of 11 MW located in Lagayan, Abra and Nueva Era Hydropower Plant with a capacity of 6.8 MW located at Nueva Era, Ilocos Norte, and b. a 10.88 MW floating Solar power farm located at Palsiguan Dam reservoir area. Approved Budget for the Contract ABC : PhP 31,157,391,929.23 Source of Funds : General Appropriations Act GAA Contract Duration : 6 years 2,190 Calendar Days including 516 pre-determined unworkable days The NIA Central Office is conducting the public bidding for this Contract in accordance with Republic Act RA No. 9184 and its Implementing Rules and Regulations IRR. The NIA Central Office will use non-discretionary “pass/fail” criteria in the eligibility check, preliminary examination of bids, evaluation of bids, post-qualification, and award, as specified in the IRR of RA No. 9184. To be eligible to bid for this Contract, a contractor must meet the following major requirements: a Filipino citizen or 60% Filipino-owned partnership/corporation, or in case of Joint Venture /Consortium, the Filipino ownership or interest shall be at least seventy five percent 75% with a Philippine Contractors Accreditation Board PCAB license for at least Category AAAA and Size Range Large B for Dam, Reservoir or Tunneling and/or Irrigation or Flood Control, b completion of a similar Design and/or Build contract for Dam/Embankment Dam and Major Appurtenances for Agricultural and/or Hydropower and/or Domestic Water Supply Projects and/or stated in Section V. Eligibility Data Sheet with a value of at least fifty percent 50% of ABC, and c Net Financial Contracting Capacity NFCC at least equal to the ABC. BAC-A Conference Room, 6th Floor, Building A, NIA Central Office, EDSA, Diliman, Quezon City All bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in the Instructions to Bidders ITB Clause 17. Bidders shall pay a non-refundable fee of PhP75,000.00 for the Bidding Documents upon presentation / submission of the following requirements: a Letter of Intent LOI from the owner/authorized managing officer indicating the name of employee authorized to purchase bid documents. The LOI must contain the official mailing address, contact number, and e-mail address of the company; b Valid PCAB License with the wet signature of the authorized managing officer; c Company ID of the authorized employee; and d Duly notarized Joint Venture or Consortium Agreement, if applicable. Bidders who will download the Bidding Documents from PhilGEPS website shall pay the fee when they submit their bids upon presentation of the above-listed documents. The NIA Central Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the IRR of RA 9184, without thereby incurring any liability to the affected bidder or bidders.
