General Procurement Notice For: Smart Public Finances: Data-driven Public Expenditure Management for Greater Efficiency
The Government of the Republic of Guatemala has received financing from the World Bank in the amount of Fifty Million Dollars ($50,000,000) to cover the cost of the Smart Public Finance Project: Data-Driven Expenditure Management for Greater Efficiency, and intends to allocate part of the accrued funds to payments for goods, non-consulting services and consulting services contracted under this project.
The project will consist of the following components: 1. Foundations for smart public financial management, which includes consulting services, non-consulting services, and goods for the purpose of improving the basic processes and methodologies of public financial management, as well as integration within the public financial management ecosystem, in order to improve the efficiency and effectiveness of public service delivery; 2. Secure and sustainable public financial management information ecosystem, which will finance the acquisition of goods, consulting services, and non-consulting services, whose objective is to improve the interoperability of public financial management and establish robust information security and business continuity systems; and 3. Governance, capacity, and knowledge sharing, which includes technical assistance, training, consulting services, and advisory services for the Project Implementation Unit.
Procurement for World Bank-financed contracts will be conducted through the procedures specified in the Procurement Regulations for Borrowers in Investment Projects, Sixth Edition (February 2025), and is open to all eligible companies and individuals as defined in the Procurement Regulations. Following project negotiations, the World Bank will publish the agreed-upon initial procurement plan and all subsequent updates on its external website once it has issued a no-objection.
Specific procurement notices for contracts subject to open international public procurement will be announced, as they become available, on the World Bank's external website and on the Guatecompras Portal website: http://www.guatecompras.gt.
