2. OBJECTIVES
The consultancy will achieve the following objectives:
• Develop a Safe Passenger Mobility Policy (SPMP) that improves road safety, accessibility, and affordability for
all, with measurable indicators and gender-responsive provisions.
• Prepare a foundational National Low-Carbon E-Mobility Strategy (EMS) that defines pathways for EV
adoption, charging network deployment, integration with renewable energy, and end-of-life management of EV components.
• Conduct a gender analysis and embed a Gender Action Plan (GAP) across both the SPMP and EMS to ensure equitable access, participation, and benefits for all groups.
