General Procurement Notice For: Improving Midis’s Information Services Within the National Targeting System (sinafo) at the National
The Republic of Peru has received a loan in the amount of US$ 55.0 million from the World Bank (hereinafter WB) to partially finance the Project: “Improvement of MIDIS information services within the framework of the National Targeting System (SINAFO) at the national level” (hereinafter Project), under Loan Agreement No. 9717-PE, with the objective of making MIDIS information services, through OFIS, and within the framework of Peru's National Targeting System (SINAFO), more inclusive, dynamic and interoperable for use by public institutions in their regular and emergency interventions. The project has a total duration of sixty (60) months and a total budget of US$ 70,450,190.03 , to be executed by the Executing Unit 002: Program for the Strengthening of the National Targeting System and it is proposed to use the funds to make the corresponding payments for the acquisition of goods, services and consulting services within the framework of this Project.
The Project includes the following components:
Component 1: Strengthening the capacity to include poor and vulnerable households in the RIS
The objective of this component is to ensure that the Social Information Registry (RIS) becomes a reliable and lasting instrument for targeting.
In this component, the following will be acquired: Technological equipment for the implementation of the Local Registration Units – ULE of the local governments. The scope of the process includes the provision of equipment such as computers and printers, and essential accessories and antivirus and office licenses for the computers. Therefore, 4,272 computers and 1,892 printers will be acquired to be distributed in 1892 ULE.
Component 2: Strengthening the management capacities of SINAFO at the central level
This component addresses three challenges present in the implementation of SINAFO, from the governing body: (i) improving information management and security practices, as well as reinforcing quality assurance protocols and strengthening capacities to guarantee the integrity of information; (ii) defining a common language for data interoperability among the different members of the system that allows the exchange of data in real time to improve the efficiency and effectiveness of targeting; and (iii) completing the certification process of the targeting of social programs in accordance with SINAFO regulations, as well as improving their systems to promote interoperability through MIIS.
In this component, the following will be acquired: licensing for the implementation of the integrated system, the scope of which includes: The implementation of an Initial Integrated System that includes the licensing of Antivirus, Office, AutoCAD, ArcGIS and Oracle Database is a strategic decision that guarantees the safe, efficient and consistent operation of the OFIS computer equipment, and equipment for the main and alternate OFIS data center, the scope of which includes: the purchase of data servers, storage systems, cabinets among other equipment.
The procurement of World Bank-financed contracts will be conducted through the procedures specified in the World Bank Investment Project Borrower Procurement Regulations (Procurement Regulations) and is open to all eligible companies and individuals as defined therein. Following project negotiations, the World Bank will arrange for the publication of the initial agreed-upon procurement plan and all subsequent updates on its external website once it has provided a no-objection.
Specific procurement announcements for contracts subject to international open competitive procedures will be announced, to the extent available, on the World Bank's external website, the OFIS institutional website, and in a newspaper of wide national distribution.
