Tender description : General Procurement Notice For: Preparation and Effectiveness Support for Mexico Credit Enhancement Platform The project will include, among others, the following components and activities: Improvement of FONADIN's operating procedures for guarantee management. These activities include guarantee management, the preparation and updating of guidelines and procedures that will form part of the Operations Manual (OM), as well as the development of institutional coordination and monitoring mechanisms for the implementation of the Credit Improvement Platform (CIP) scheme. Development of conditions and protocols for issuing PMC guarantees. This activity will include the development of operational guidelines and protocols for the implementation of PMC guarantees. Technical assistance for the preparation of transport projects that could benefit from PMC guarantees. This activity will support the preparation of technical, legal, and financial studies that will serve as the basis for structuring transport infrastructure projects with private participation. Integration of gender criteria in project preparation. This activity will support the integration of gender considerations in the preparation and evaluation of transport projects supported by the PMC, in line with applicable institutional policies and methodologies. Development of road safety methodologies. This activity will support the review of existing methodologies and the development of tools to identify opportunities for improvement in road safety and guide the preparation of projects supported by the PMC. Integration of climate change adaptation and mitigation criteria. This activity will support the review of existing approaches and the development of methodologies to integrate climate change adaptation and mitigation considerations into the preparation of PMC-supported projects, including climate risk assessments and greenhouse gas emissions analyses, in line with international best practices. Strengthening environmental and social management. These activities will support the review and updating of applicable environmental and social management frameworks, including BANOBRAS' Environmental and Social Risk Management System (SARAS), as well as the development of an Environmental and Social Management System (ESMS) exclusively for projects supported by the PMC. The World Bank-financed selection and contracting processes will be conducted in accordance with the procedures outlined in the Procurement Regulations for Borrowers in Investment Projects (February 2025 - Sixth Edition, Procurement Regulations ), and all eligible companies and individuals, as defined in the Procurement Regulations, may participate. Following project negotiations, the World Bank will publish the agreed-upon initial procurement plan and all subsequent updates on its external website, once it has granted a No Objection.
