Advance notice of concession contract for pilot regional public shared bicycle system
The Rotterdam The Hague Metropolitan Area (MRDH), also on behalf of the municipalities of Delft, The Hague, Lansingerland, Leidschendam-Voorburg, Pijnacker-Nootdorp, Rijswijk, Wassenaar, and Zoetermeer, is preparing a concession contract to tender for a pilot project for a regional public shared bicycle system. This contract is expected to be announced on TenderNed on May 13, 2026. With this concession, the MRDH aims to give a significant boost to the development of a regional shared bicycle system. The concession will consist of bicycles with electric pedal assistance as well as bicycles without this assistance. This concerns a concession contract as referred to in Part 2a of the Public Procurement Act 2012. - This concession will be tendered at the European level. - The start of the tender and publication on TenderNed is scheduled for May 13, 2026. This is a few weeks later than was communicated during the market consultation. - The estimated value of the contract, excluding any additional work for research and demonstration projects within the concession, is €1,500,000. - The total available budget for the contract, including research and demonstration projects, is €2,700,000. Earlier this year, the MRDH held a market consultation regarding this proposed tender. The report of this market consultation and the accompanying documents were made public via TenderNed and will also be published as attachments to the contract notice on 13 May 2026. The concession has a duration of 3 years, excluding the option for two one-year extensions. The MRDH's available budget for the contract is €1,500,000 for the concession contract itself and €1,200,000 for additional research and demonstration projects.
