General procurement notice : Agricultural Climate Resilient and Vulnerability Reduction Project
the Government of Zimbabwe Has Received a Grant From the African Development Fund to Finance the Agricultural Climate Resilient and Vulnerability Reduction Project (acres). the Project Will Be Implemented Over a Period of Five Years I.e., Up to the 30th of June 2031.
the Main Objective of This Project is to Enhance the Resilience of Rural Communities Severely Hit By Climatic Shocks and Ecosystem Degradation. the Specific Objectives Are To: (i) Develop Sustainable Grazing Areas and Water Resources; (ii) Improve the Social and Economic Situation of the Vulnerable Rural Communities in Line with the Vbu Concept, and (iii) Strengthen the Agricultural Input Supply Chain By Catalysing Private Sector Investment. the Modes of Procurement to Be Used in the Project Are: Open Competitive Bidding National (ocb-n); Request for Quotations (rfq); Consultant’s Qualification Selection (cqs); Least Cost Selection (lcs); Individual Consultants Selection Method; and Direct Contracting.
Component 1 - Reducing Drought-Induced Poverty and Distress Livestock Migration through Climate
Resilient Practices and Nutrition-sensitive Support: This component has 3 sub-components, namely: subcomponent 1.1: Response to Mitigate the Impact of Extreme Events Similar to the 2023/2024 El Niño Induced
Drought; sub-component 1.2 Climate-Resilient Agricultural (Crop and Livestock) Value Chain Enhancement; and sub
component 1.3: Social Inclusion, Sustainable and Diversified Livelihoods for Rural Economic Empowerment and
Nutrition Security.
Component 2 - Strengthening Agricultural Input Supply Chains and Farmer Capacity: This component which
has 2 sub-components, namely: sub-component 2.1 Improving Input Supply Chain Financing and Management;
and sub-component 2.2 Farmer Outreach, Education, and Resilience Building will be implemented by the African
Fertiliser Financing Mechanism (AFFM).
Component 3 – Enhancing Institutional Capacity, Knowledge Management, Policy Support, and Monitoring &
Evaluation: This component aims to provide Capacity Building, Knowledge Management, Monitoring &
Evaluation, and Communication.
Component 4 - Project Management and Coordination: This component is key to effective Project management
and will support the Executing Agency (MLAFWRD), Programme Management Unit (PMU), Implementing
Agencies, and the Third Party (African Capacity Building Foundation/ACBF) in order to ensure efficient Project
implementation, including financial management and procurement, in line with the Bank’s rules and procedures.
