General procurement notice : . The Government of the Kingdom of Eswatini, through the National Disaster Management
Agency (NDMA), has received financing in the amount of USD 596,000 from the African
Development Bank (AfDB), through the Africa Climate Change Fund (ACCF), to finance the
Women in Eswatini for Climate Adaptation (WE-CAN) Project. The project will mainly be
implemented in Hhukwini constituency with some parts of the project implemented nationally.
2. The primary objectives of this project are to address complex climate vulnerabilities using the
food security, environment, and WASH (water, sanitation, and hygiene) nexus. Recognizing the
interdependencies that affect agriculture and human well-being, particularly impacting women and
youth in rural areas who are more vulnerable to impacts of climate change- the project aims to
improve gender-transformative, low-carbon, and climate-resilient development in Eswatini. To
achieve these goals, the project will strengthen food security, enhance income-generating
initiatives, and improve health and hygiene for youth, women, and men. Specifically, the project
will further promote Gender-Transformative Approaches (GTA) by empowering women and
youth, through enhancing their rights, involvement, and participation in climate resilience efforts
in the country.
The procurement methods to be used are Consultants Qualification Selection (CQS); SingleSource Selection (SSS); Least-Cost Selection (LCS); Individual Consultant (IC)Selection and
Shopping.
3. The project includes the following components:
i. Promotion of climate-smart agriculture through infrastructure, capacity building, value
addition, and market access.
ii. Improvement of WASH services via solar-powered water systems, sanitation facilities,
and hygiene interventions.
iii. Restoration and sustainable management of natural resources, including wetlands and
forests. Implementation of gender- and youth-responsive interventions to enhance
inclusion, skills, and livelihoods.
iv. Support for innovation, institutional strengthening, and effective project management,
monitoring, and evaluation
