SUPPLY AND DELIVERY OF NUTRITIOUS FOOD PRODUCTS IRON FORTIFIED RICE FOR THE SCHOOL-BASED FEEDING PROGRAM FOR SY 2026-2027 / GOODS2026-040
INVITATION TO BID FOR SUPPLY AND DELIVERY OF NUTRITIOUS FOOD PRODUCTS IRON FORTIFIED RICE FOR THE SCHOOL-BASED FEEDING PROGRAM FOR SY 2026-2027 / GOODS2026-040 1 The Department of Education – Schools Division of Cagayan, through the FY 2026 MOOE4 intends to apply the sum of Thirty-Six Million Thirty-Nine Thousand Five Hundred Pesos PhP36,039,520.00 being the Approved Budget for the Contract. Bids received in excess of the ABC for each lot shall be automatically rejected at bid opening. IRON-FORTIFIED RICE IFR >Serving size-250 grams pack raw, uncooked >Quality of IFR is in good condition, not expired, no signs of damage in packs, no signs of holes, no molds or discoloration, no foul smell, pest-free. The majority of rice grains must not be broken. >Individually packed in food-grade packaging. The classification of rice must indicate whether it is well-milled or regular-milled. Must clearly and readably indicate the Production and Expiration dates. There must be a laser-printed sign per pack or through the use of a thermal or waterproof sticker that indicates,DepEd-SBFP, NOT FORSALE >Expiration date should be at least 6 months from the date manufactured. >Nutritional contents required: Minimum Amount per Serving Energy- 700-1000Kcal Sat Fat-0-7g Iron- 4-15mg Protein-10-20g Sodium-0-4mg Tot. Carbohydrate-40-200g >Supplier should be certified by DOST-FNRI as a Technology Adaptor. The Manufacturer shall be the priority in the supply of goods. >Two deliveries at 2-month intervals. Deliveries on weekdays except for Holidays at designated drop-off points. Provision of twenty 20 packs per beneficiary per delivery. >Provide Nutritional Analysis of the product and samples for sensory evaluation & acceptability test. Delivery of the Goods is required within One hundred twenty 120 days from the issuance of notice to proceed. Bidders should have completed, at least 5 years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3 Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. i Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4 Interested Bidders may obtain further information from Department of Education – Schools Division of Cagayan and inspect the Bidding Documents at the address given below from Mondays to Thursdays, 8:00am to 5pm. 5 A complete set of Bidding Documents may be acquired by interested Bidders on May 14 to June 02, 2026 from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos per lot. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System PhilGEPS and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6 The Department of Education – Schools Division of Cagayan will hold a Pre-Bid Conference on May 21, 2026 at 10:00AM, which shall be open to prospective Bidders. 7 Bids must be duly received by the Bids and Awards Committee BAC Secretariat through manual submission at the office address indicated below, on or before Juine 02, 2026, 10:00AM. Late bids shall not be accepted. 8 All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9 Bid opening shall be on June 02, 2026, 10:00AM at the given address below.
