Tender description : Request for Qualifications: Phases 3 and 4 Piping Project ARNOLD IRRIGATION DISTRICTPHASES 3 AND 4 PIPING PROJECT Proposals Due 2:00 pm, June 16, 2026 REQUEST FOR PROPOSALSArnold Irrigation District will accept sealed Proposals for construction of the Phases 3 and 4 Piping Project (Project) . Written proposals must be submitted to 19604 Buck Canyon Road, Bend, Oregon 97702, no later than 2:00 p.m., local time June 16th, 2026 in accordance with the requirements provided in the Proposal Documents. Cost Proposals must be submitted in a separate, sealed envelope and clearly labeled, "Cost Proposal" with the Proposer's name, Proposals will be publicly opened and the name of Proposer read at the District office immediately after the Proposal deadline. Cost proposals will be opened and read at 2:00 p.m., June 18th, 2026, at the District office. PROPOSAL: Arnold Irrigation District, Phases 3 and 4 Piping Project The proposed work consists of the following major items as further defined in the Proposal Documents: · Furnish, offload, stage and install approximately 26,000-LF of 60" I.D. HDPE Profile-Wall Pipe or 63" O.D. Solid-Wall HDPE Pipe and approximately 820-LF of 48" O.D. Solid-Wall HDPE Pipe and all Bends, Tees, End Connections; · Remove existing temporary concrete intake structure; · Furnish and install a reinforced concrete inlet structure and two relocated traveling screens; · Provide associated mobilization, selective demolition, tree removal, trenching, earthwork, backfill, compaction, surface restoration, other restoration; · Remove two County Bridges and other bridges and culverts; · Coordinate utility locations and relocations as necessary; coordinate with Owner and Owner's Engineer; and furnish and install all other associated meter assemblies, stub turnouts, cleanouts with air and vacuum valve assemblies, valves and valve cans, cleanout assemblies, and appurtenances necessary to provide a complete project ready for irrigation delivery. The time for substantial completion will commence with access to the Project area for clearing, grubbing, staking and staging (water may still be in canal) on July 31, 2026, and access to the canal (water off) on August 31, 2026. The substantial completion period will end on April 15, 2027. Liquidated damages of $2,000.00 per day for the first ten (10) days and $10,000.00 per day thereafter will be assessed if the contractor fails to achieve substantial completion within the time allowed. Restoration, demobilization from the site, and all closeout and punch-list items are to be completed by April 30, 2027. Contractors shall use recyclable products to the maximum extent economically feasible in the performance of the contract work. Disadvantaged Business Enterprises are encouraged to propose on this project. The project and associated Proposal are subject to grant conditions provided in the Proposal Documents. Contract documents may be examined at Arnold Irrigation District with 24 hours prior notice and scheduling. A MANDATORY PRE-PROPOSAL MEETING for representatives and potential Proposers will be held Tuesday, May 26th, 2026 at 1:00 P.M. at Arnold Irrigation District, 19604 Buck Canyon Road, Bend, Oregon 97702, and will include a visit to the project site. This project is subject to Oregon prevailing wage laws and the Federal Davis-Bacon Act (ORS 279C.800 to 279C.870), whichever is higher. The Owner is using the Best Value Procurement method for selecting a Contractor for this Project, based upon a combination of scoring for a Qualifications Element and a Proposal Cost Element. Details for Proposing are contained in the Instructions to Proposers of the Proposal Documents. Each Proposal must be submitted as prescribed and accompanied by a certified check or Proposal bond executed on the form bound within the Contract Documents or one substantially similar, payable to the Arnold Irrigation District, in an amount not less than ten percent (10%) of the amount Proposal. The successful Proposer will be required to furnish a performance bond and payment bond, each in the full amount of the contract price.
