Expression of interest for Implementation of the Communication Plan and Visibility of the Project
the Services Provided Under This Contract Relate to the Implementation of the Projects Communication and Visibility Plan Highlighting the Financial Support of the African Development Bank and the Gabonese Government. Specifically, This Will Involve, Among Other Things: (i) Taking Stock and Analyzing the Situation; (ii) Define the Communication Objectives in Relation to the Project Objectives; (iii) Develop Relevant Key Messages; (iv) Define Target Groups; (v) Choose the Communication Channels Adapted to Each Target Group; (vi) Establish a Schedule of Communication Activities in Relation to the Different Components of the Project; (vii) Specify the Budget Necessary for the Implementation of This Communication Plan; (viii) Propose Indicators to Monitor and Evaluate the Success and Scope of Communication and Visibility Activities; (ix) Propose Means of Verifying the Indicators; (x) Propose Measures to Evaluate and Update This Communication Plan.
Expressions of interest, written in French, may be sent by email to the CEP address indicated below, or by registered mail, or delivered directly in a sealed envelope, in four (4) hard copies (1 original + 3 copies), to the premises housing the PAPG1 Implementation Unit, with acknowledgment of receipt, at the address below, no later than Tuesday, June 2, 2026, at 10:00 a.m. (Libreville time).

General Qualification:
Hold at least a Master's degree (BAC+5) in communication or journalism.

General Experience:
Have at least seven (7) years of relevant professional experience in the field of communication. More than 7 years = 5 points, plus 1 point per additional year (up to a maximum of 5 points).

3 Specific Experience:
Have completed at least two (2) missions involving the preparation of a strategy or action plan and its implementation, including two (2) references related to the visibility of actions within a development project submitted for funding from donors (AfDB, World Bank, European Union, IDB, AFD, etc.). 10 points per completed mission and 5 points per additional mission (up to a maximum of 20 points).
