Tenders Are Invited for Individual Consultant to Conduct a Study on the Financial Sustainability of the Central African Regional Electricity Regulatory Commission (correac)
1. The ECCAS Commission received a grant from the African Development Bank Group (AfDB), acting as Administrator of the regional envelope of the African Development Fund (ADF-15), to finance the Project to Support the Development of the Institutional and Regulatory Framework for Electricity in Central Africa (PADCRE). Under Component 3, the project plans to recruit an individual consultant to conduct a study on the financial sustainability and assist in the development of the work program and three-year budget of the Central African Regional Electricity Regulatory Commission (CORREAC).
2. The overall objective of this study is to assess the financial viability of CORREAC and to propose sustainable financing and institutional strengthening mechanisms, while supporting the development of its work program and three-year budget. 3. The Expert's main mission is to (i) Benchmark the financing methods of regional electricity sector regulatory authorities within the Regional Economic Communities and energy pools of West, East, and Southern Africa; (ii) Determine the financing needs for the implementation of CORREAC's work program; (iii) Research and identify potential internal financing sources through the regional electricity market and external sources, as well as viable mechanisms to meet the identified needs. Member States' own contributions, considered as subsidies, should only be taken into account as a last resort.
