Open Procedure:engineering - Design, Maintenance and Author Supervision for Implementation of Energy Efficiency Measures in Buildings of Umbal Prof. Dr. Stoyan Kirkovich Jsc - Building of the First and Second Childrens Ward, with Identifier 68850.502.625.1. and Building of the Department of Infectious Diseases, with Identifier 68850.502.598.7
The object of the present Public Housing Project is "construction", including the implementation of design and construction, within the meaning of Article 3, Al. 1, T. 1, Letter /a of the Law.
The project is divided into two separate positions:
Special Position No. 1, with the subject: "Design Engineering, Design and Author's Supervision for the Implementation of Energy Efficiency Measures in the Building of the Umbal Prof. Dr. Stoian Kirkovich Ad - Building for the First and Second Children's Departments, with the identifier 68850.502.625.1, located in the city of Stara Zagora, Ul. "general Stoletov" No. 2".
Special Position No. 2, With Subject: "Engineering Design, Design and Author Supervision for the Implementation of Energy Efficiency Measures in the Building of the Department of Infectious Diseases Prof. Dr. Stoian Kirkovich Ad - Building of the Department of Infectious Diseases, With Identifier 68850.502.598.7, Located in the City of Stara Zagora, Ul. "general Stoletov" No. 2".
The total estimated maximum value of the current public procurement contract is 1,437,997.00 euros excluding VAT and 1,725,596.40 euros including VAT.
The estimated value of Special Position No. 1 /op No. 1/ is 647,000.00 euros excluding VAT.
The estimated value of Special Position No. 2 /op No. 2/ is 790,997.00 euros excluding VAT.
The stated estimated value of the procurement contract and the individual special positions is the maximum financial threshold. The offers of the participants should be compared with the above-mentioned threshold value of the procurement contract and the individual public positions, in case the given offer exceeds the maximum If the value of the tender and/or the special position is allowed, the participant will be removed from the procedure. The forecast value of each special position is the value within the meaning of Art. 72, Al. 1, T. 2 of the Code.
Source of financing: The tender is financed with funds from the Operational Programme: Regional Development Programme 2021-2027, Pilot Initiatives for Energy Efficiency in Public Buildings and Improvement of Energy Efficiency in Public Buildings - Component 2, according to the submitted project proposal: Improvement of Energy Efficiency in Buildings of the Municipality of Umbal, "prof. Dr. Stoian Kirkovich" Ad, Gr. Stara Zagora.
km The date of opening of the tender is not guaranteed. According to Art. 114 of the Civil Procedure Act, if the financing is not secured when the procedure is opened, the contractor shall maintain its existence in the notice and shall provide in the draft contract a clause for deferred performance. In the case of Art. 114, Al. 1 of the Civil Procedure Act, performance shall commence upon confirmation by the contractor that the financing is secured and the contractor shall present the specified performance guarantees. If the contractor fails to present the performance guarantees within the stipulated time, without any objective reason, the contractor shall terminate the contract. If the financing is not secured after the conclusion of the contract, any party may seek its termination without notice. If the 10-month period from the conclusion of the agreement is not secured, the agreement shall be deemed terminated.
Subject to Special Position No. 1 Includes the following basic activities required in connection with the implementation:
Stage 1 Activity 1 "Design": The design is carried out in the "technical project" phase, in accordance with the results of the energy efficiency survey and the preparation of the technical passport of the building, always with the necessary documents, while adhering to the principles of effectiveness, efficiency and economy with a view to achieving the main goal of the investment. When preparing the project, the selected contractor must comply with the technical measures for maintaining and securing the facility, which are specified as mandatory, prescribed in the report and passport of the survey for establishing technical characteristics and with the requirements for the facility from the document for Energy Audit and Certificate for Energy Performance of the Building in Operation. It is of particular importance in the project documentation to include the parameters that correspond to the information indicated in the Energy Audit of the Building for the relevant measures. The contractor should design the layout of the provisions for the delivery and installation of an internal electric elevator with two springs in the building for the first and second children's departments.
Stage 2 Activity 2 "Construction": Construction and installation works covering all designed activities for the energy renovation of the building, including. The mandatory measures of the technical inspection of the building, in accordance with the development and approved investment project, including construction, shall be carried out in accordance with the specific requirements of the parts of the project with the aim of renovating the building as a result of the works and measures established by the energy efficiency inspection report and the inspection of the construction, installations and systems of the building.
