Recruitment of a firm for the audit of petroleum costs incurred relating to GTA and Block C-8 (Operation Permit), excluding GTA, during the fiscal years 2023, 2024 and 2025
This call for expressions of interest follows the SMH Procurement Plan approved by the CPMP and the CNCMP in 2026. The Mauritanian Hydrocarbons Company (SMH) intends to self-finance the recruitment of a firm to audit recoverable petroleum costs incurred on Block C-8, including GTA, during the years 2023, 2024, and 2025.
The objective of this assignment is to recruit a specialized firm to audit the recoverable petroleum costs of Block C-8, including the GTA Unit (Grand Tortue/Ahmeyim), operated by BP, on behalf of the Mauritanian Government.
The objectives of this assignment include the following actions:
Ensuring compliance with national petroleum legislation, including applicable customs, tax, and social regulations, the CEP (Project Execution Plan) for Block C-8, and all related agreements;
Ensure the reliability, accuracy, and validity of the petroleum costs attributable to Block C-8, and where applicable, to the GTA Unit;
Ensure the probative value of the supporting documentation for recoverable costs submitted by the operator during the audited periods;
Ensure compliance with the recommendations issued by the various technical and operations committees of the JOA for Block C-8, and where applicable for GTA, the various technical and operations committees of the UUOA;
Ensure compliance with the procurement and approval procedures for WP&Bs and contracts as required by the C-8 contract and the JOA, and where applicable for GTA, as required by the UUOA;
Ensure that the petroleum costs are indeed attributable to Block C-8 and, where applicable, to the GTA Unit;
Detail and justify any non-conformities and/or reservations regarding costs attributable to block C-8;
