Specific Procurement Notice construction Work on Two (2) Multipurpose Laboratories of International Standards Linked to the Doctoral Schools of the University of Lome and Kara
The Government of the Togolese Republic has received financing from the Islamic Development Bank (IDB) to finance the Project to Support the Implementation of the Reform of Higher Education in Science and Engineering (PARESI), Phase 2, and intends to use part of this financing to make payments under the Contracts for "construction work of two (2) multipurpose laboratories of international standards attached to the doctoral schools of the University of Lomé and Kara".
The Ministry Delegate for Higher Education and Scientific Research, through the PARESI Project Management Unit (PMU), is soliciting sealed bids from eligible and qualified bidders for the construction of two (2) multipurpose laboratories of international standards, affiliated with the doctoral schools of the University of Lomé and the University of Kara. The works, which must be completed within the timeframes specified in the table below, are subdivided into two (2) lots, namely:
A Bidder may submit a bid for one or more contracts, as specified in the Tender Document. A Bidder wishing to offer a discount if awarded multiple contracts will be permitted to do so, but must indicate these discounts in the Bid Form.
The qualification criteria for each lot include, in particular, experience in similar work, financial capacity, key personnel and required equipment, as detailed in the tender specifications.
Variations are not allowed.
The procedure will be conducted through international competitive bidding using an International Open Tender (IOT) open to Member Countries (IMC) as defined in the Guidelines for the Procurement of Goods, Works and Related Services under IDB-Financed Projects, September 2018, revised February 2023 (the “Guidelines”), and open to all bidders from eligible countries as defined in the Guidelines. Potential bidders are also advised to review Clauses 1.18 to 1.21 of these Guidelines concerning the IDB’s rules on conflicts of interest.
NB: in the case of a group of companies, the number of partners in a group shall not exceed three (03).

The Tender Documents in French may be obtained by any interested Bidder upon written request addressed to the Office of the Head of Procurement at the Ministry Delegate for Higher Education and Scientific Research, located at the corner of Rue des Feux Tricolores and the Financial Services Administrative Center (CASEF) in Lomé, near the headquarters of the Togolese Electricity Company (CEET), 2nd floor, Door: PRMP, Tel.: (+228) 90 25 84 74, Lomé, Togo, against a non-refundable fee of one hundred thousand (100,000) CFA francs. Payment may be made in cash or by Mobile Money Transfer to +228 70 40 03 03. After receipt of proof of payment, the Tender Documents will be delivered directly or sent electronically to the Bidder by email.
Bids must be submitted to address No. 1 mentioned below no later than Friday, July 24, 2026 , at 9:00 AM GMT (local time) . Electronic submissions will not be accepted.allowed. Any offer received after the deadline for submitting offers will be rejected.
The bids will be opened in the presence of representatives of the bidders and persons present at address No. 2 mentioned below on Friday, July 24 , 2026 at 09:30 GMT (local time) .
