General notice of procurement Project to Support the Benin Deposit and Consignment Fund
This Project Aims to Expand the Investor Base in the Capital Markets in Benin and the Umoa Region, While Strengthening Sme Access to Long-term Financing. It Will Achieve These Objectives By Supporting the Cdc Benin in Strengthening Its Institutional Capacities.
The Caisse de Dépôt et de Consignations du Benin (CDC Benin) has received financing from the Capital Markets Development Fund (CMDTF), administered by the African Development Bank Group, to finance the CDC Benin support project.
This project aims to broaden the investor base in Benin's capital markets and the WAEMU region, while strengthening SMEs' access to long-term financing. It will achieve these objectives by supporting CDC Benin in strengthening its institutional capacities.
The project comprises the following two components:
Component I: Capacity building for CDC Benin, including aligning investment policies and tools, staff training, integrating ESG principles, and establishing an investment fund pipeline, with the identification of three viable opportunities.
Component II: Project Management, covering procurement services and auditing
The planned acquisitions to be financed through the grant are primarily
consulting services and are listed below:
a) Recruitment of a consulting firm or consortium to accelerate the implementation of the fund's investment strategy to improve SME access to finance.
b) Recruitment of a Procurement Expert.
c) Recruitment of a firm to audit the financial statements.
All acquisitions for the project will be conducted in accordance with the Bank's procurement methods and procedures using the Bank's most appropriate Standard Solicitation Packages (SSPs). Tender documents are expected to be made available progressively
starting in June 2026.
